Single Whip
OFFICE OF THE SINGLE WHIP
Single Whip is
a new political unit/office of Council created for and operating in
line with Council delegated powers and guidelines from SALGA.
Its central
role and function include but not limited to; assist the Executive
Mayor with the liaison with the Community, Ward committees and
Councillors. This is done precisely to ensure that the interactive
participation programs of Council are affected to facilitate, propel
and create a functional Participatory Democracy.
Councillors as
Public Representatives, are regulated through Legislation to do
business with Council, and in order to affect Item 6(2) of the Code
of Conduct of Councillors, the Single Whip ensures that all
Councillors except for the Speaker- declare their peculiar interest.
This is done to ensure accountable, open and transparent governance.
In line with
power C/W4, the Single Whip is required when determined by Council,
to represent Council at ceremonial functions. This role is done in
order to elevate the image of Council in the public domain.
The structural arrangement of Council is organised in such a way that
there is transition of processes, the Single Whip ensure that
political structures of Council account accordingly as required.
Understanding and interpretation of Policies of Local Government is
key for Councillors, and through power C/W5, the Single Whip must
ensure that capacity is built among Councillors so that there are no
contradictions about their functions.
The Office from time receives instructions from the ruling party
which must be translated into programs or action list for
implementation by Councillors of the ruling party.
